Russian news agencies quote a statement from the Strategic Missile Forces as saying the Topol-M missiles were put on duty Wednesday in Teikovo. The news agencies say the missiles are mounted on heavy off-road vehicles, but do not say how many were deployed.
Teikovo is a small town in the Ivanovo region some 250 kilometers (about 150 miles) northeast of Moscow.
The military commissioned its first Topol-Ms in 1998. The ITAR-Tass news agency said Wednesday the Strategic Missile Forces will have 65 such missiles by the year's end.
Russian officials hail the Topol-M's ability to penetrate any prospective missile defense.

Pakistan media is reporting that the country's military is on high alert over a possible strike by India.
Monday's reports come after a ratcheting up of tension between the two countries following attacks in Mumbai last month which killed 163 people.
Kamal Hyder, Al Jazeera's correspondent in Pakistan, said the local media attributed its reports to military sources, who were confirming that the navy, air force and army were on red alert.
"The Pakistani air force have been seen visibly in a number of locations flying close to the Pakistani-India border in what is being described as an aggressive patrolling mode, following reports that India is planning pre-emptive strikes against locations in Pakistan," Hyder reported.
"Chiefs of the three forces are meeting in what is being described as an emergency meeting in general headquarters in Rawalpindi.
"Only after the meeting is over will we come to know if it is a red alert or a heightened state of alert."
Hyder said that observers are saying that the Congress party in India has lost prestige due to the Mumbai attacks and, therefore, may try a show of strength in Pakistan.
Delayed civilian flights
The Reuters news agency quoted a Pakistan airline official as saying the Pakistani air force had conducted an exercise on Monday causing delays to two civilian flights.
"Two of our flights were delayed for some time because the PAF was conducting some exercises, but now everything is back on normal," Muhammad Latif, a spokesman for Pakistan International Airlines, said.
The flights were delayed at the airport in Lahore, near the Indian border, Latif said, while dismissing television reports of a high alert at Pakistani airports.
An air force spokesman declined to comment when asked about an exercise, saying only: "In view of the current environment, the PAF has enhanced its vigilance."
Divya Gopalan, Al Jazeera's correspondent in Srinagar, in India-controlled Kashmir, said that the Indian media was looking at Monday's reports with some degree of scepticism.
"They are saying that Pakistan is creating an artificial war hysteria to divert attention from the fact that they are under pressure from the Indian security services to deal with the Mumbai terror attacks."
'No red alerts'
Asad Durrani, the former head of Pakistani intelligence, told Al Jazeera that Pakistan was asked to do more to deal with individuals behind the Mumbai attacks. He dismissed the notion that the two states were on the brink of war.

"The test launch of the latest intercontinental ballistic missile Bulava, which is due to be held in the next two days from the Dmitry Donskoi [Typhoon-class] strategic nuclear-powered submarine, will not be the final test for the entry into service of the missile," the source said.
"Next year we plan three or four more launches, including from [Russia's first Borey-class] strategic nuclear submarine the Yury Dolgoruky," he said.
The Bulava will not be put into service without successful test launches from the Yury Dolgoruky, the source added.
The fourth-generation Yury Dolgoruky was built at the Sevmash plant in northern Russia and was taken out of dry dock in April 2007. It is due to be equipped with Bulava ballistic missiles upgraded from Topol-M (SS-27) missiles.
The submarine is 170 meters (580 feet) long, has a hull diameter of 13 meters (42 feet), a crew of 107, including 55 officers, a maximum depth of 450 meters (about 1,500 feet) and a submerged speed of about 29 knots. It can carry up to 16 ballistic missiles.
The latest test of the sea-launched Bulava missile took place on November 28. It was launched from the Dmitry Donskoi submarine in the White Sea, effectively engaging its designated target on the Kamchatka Peninsula about 6,700 kilometers (4,200 miles) east of Moscow.
The Bulava (SS-NX-30), developed by the Moscow Institute of Thermal Technology, is designed for deployment on Borey-class Project 955 nuclear-powered submarines.

CHICAGO -- Illinois Gov. Rod Blagojevich defended himself for the first time since his arrest last week on federal corruption charges.
At a news conference in downtown Chicago, a defiant Blagojevich emphatically declared his innocence and vowed to fight the charges against him.
"I'm here to tell you right off the bat that I'm not guilty of any criminal wrongdoing, that I intend to stay on the job and I will fight this thing every step of the way," he said.
"I will fight, I will fight, I will fight until I take my last breath," he added. "I have done nothing wrong."
Prosecutors have accused Blagojevich of, among other things, trying to sell President-elect Barack Obama's vacant U.S. Senate seat to the highest bidder. The state's attorney general, Lisa Madigan, tried to remove Blagojevich from office when she asked the Illinois Supreme Court to declare him unfit. But the high court refused to hear the case.
In his statement, Blagojevich put to rest any rumors that he is considering resignation.
"I'm not going to quit a job that people hired me to do because of false accusations and a political lynch mob," Blagojevich said before taking shots at Madigan, who appeared on NBC's "Meet the Press" and other detractors who are pushing for him to resign.
"I'm not going to do what my accusers and political enemies have been doing," he added. "That is to talk about this case in 30-second sound bytes on "Meet the Press" or TV news."
Blagojevich did not take any questions after making his statement.

BAGHDAD (Reuters) – An Iraqi journalist who hurled his shoes at U.S. President George W. Bush apologized to Iraqi Prime Minister Nuri al-Maliki for embarrassing him before the watching world, the prime minister's office said on Thursday.
TV reporter Muntazer al-Zaidi shot to instant fame when he called Bush a "dog" in Arabic at a joint news conference with Maliki in Baghdad last Sunday and threw both his shoes at Bush in a gesture that is a deep insult in the Arab world.
"Zaidi said in his letter that his big ugly act cannot be excused," said Yasin Majeed, Maliki's media adviser.
Majeed said that Zaidi added: "But I remember in the summer of 2005, I interviewed your Excellency and you told me, 'Come in, this is your house.' And so I appeal to your fatherly feelings to forgive me."
Zaidi's whereabouts remained unknown four days after he became a hero to those who blame the American president for the tens of thousands of Iraqi deaths that followed the 2003 U.S.-led invasion of Iraq.

Brent crude rose 61 cents to $47.26 ahead of announcement in Algeria.
The oil price collapsed in the second half of the year, tumbling from an all-time high in excess of $147 a barrel in July, as the global economy moved into recession and demand slowed. A cut of 2 million barrels of daily production is on the cards, with some commentators saying the cartel could cut as much as 2.5 million barrels of production.
Russian leaders have also sent strong signals that the will act in concert with OPEC and unveil a co-ordinated production cut to help boost prices.
The country has been under pressure from OPEC to cut as many as 300,000 of the 9.75 million barrels it produces each day.
Earlier this month, the International Energy Agency revised its worldwide oil demand growth forecasts for this year to 1.2pc, or 1 million barrels a day, from 1.5pc in November.
"A 2 million barrels per day cut in production now runs the risk of a 'Buy the rumor Sell the fact' scenario," Rob Laughlin, analyst at MF Global said. "It would have been bullish for the market a week ago. But we have been warned to expect it now so I think the market will go up initially but then come down further."
Russia gave Lebanon an early Christmas gift of 10 MiG fighter jets today in a deal to boost defence co-operation.
The MiG-29 Fulcrum fighters would be provided for free to Lebanon under an agreement on military-technical assistance, the head of Russia’s defence co-operation service said. Mikhail Dmitryev said that the jets would be taken from Russia’s existing stock.
He said that Moscow was also in talks to supply Beirut with heavy armour, adding that supplies of such weaponry were “now possible after the situation in this nation has stabilised”. He said: “We view the Lebanese army as the main guarantor of this nation’s stability, therefore the armed forces of this country must be strengthened.” The deal followed a meeting in Moscow between Defence Minister Anatoly Serdyukov and his Lebanese counterpart Elias Murr. Mr Serdyukov said that Russia had received a detailed list of armaments sought by Lebanon.
When details of the deal first emerged on Tuesday, it was suggested that the aircraft would be sold at a hefty discount. But Mr Dmitryev confirmed today that they would be free, with delivery paid by the Russian Defence Ministry, saying: “Military-technical assistance, this means assistance in budgetary funds.” The MiG-29s, one of Russia’s best fighter jets, will provide considerable additional firepower for the Lebanese air force, which currently has only five outdated Hawker Hunter jets and 16 helicopters.

Alun Elder-Brown, a recruitment executive, said he was left feeling "like a piece of dirt" after being barred from bringing the animal into Kirthon Restaurant in Tunbridge Wells, Kent, on religious grounds.
The Guide Dogs for the Blind Association said the decision was illegal under the Disability Discrimination Act and Mr Elder-Brown, 51, is now considering suing the establishment in The Pantiles.
It follows a series of successful prosecutions of Muslim taxi drivers who refused to carry guide dogs in their cars because they considered them unclean on religious grounds.
Mr Elder-Brown was taking his girlfriend out to celebrate her birthday with her five year-old daughter last week when he was told he would have to leave his dog, Finn, tied up outside.
He showed a card issued by the Institute of Environmental Health Officers certifying he and his dog were allowed into any premises but an argument ensued and the owners threatened to call the police if he did not leave.
"It was humiliating and degrading, especially as there were a lot of people around me," he said.
"I was made to feel like a piece of dirt. They told me I couldn't come in because it was against their religious beliefs to have a dog in the restaurant.
"They then said I could leave Finn tied up outside. I stayed calm but when they threatened to call police I left."
He added: "It was horrible. It put a dampener on the whole celebration."
Under the Disability Discrimination Act it is illegal to refuse to serve a disabled person of give them a diminished level of service because of their disability.
Chris Dyson of Guide Dogs for the Blind said: "We are extremely concerned and disappointed that Alun was refused access to this restaurant.
"We very much hope that this restaurant will reconsider its decision and get in touch with the charity so that we can give them a better understanding of their requirements under the law and explain the important role that the guide dog plays for Alun."
The restaurant's owner, Amenur Abdussamad, was not immediately available for comment.
But Shamin Ahmed, a partner in the restaurant, said that he had written to Guide Dogs for the Blind to apologise for the incident.
He said that although the owners of the venue are Muslim, he insisted religion was not a factor in the decision to refuse Mr Elder-Brown.
“We were worried about the hygiene, that is what happened, it was a mistake,” he said.
“I have had a letter from Guide Dogs for the Blind, I have sent a reply apologising about that.... we found out afterwards that guide dogs are allowed, I didn’t know that.”

"This will be the first visit to Cuba by Russian warships since the Soviet days," Capt. 1st Rank Igor Dygalo said
The Admiral Chabanenko missile destroyer and two support ships will stay in Cuba until December 23.
"Cubans will have an opportunity to visit the Russian ships," he said.

MOSCOW, December 15 (RIA Novosti) - Russia's Admiral Levchenko missile destroyer and a support ship will begin a visit to Lisbon on Friday, a Navy spokesman said on Monday.
The Udaloy-class destroyer is part of a task force from Russia's Northern Fleet led by the Admiral Kuznetsov aircraft carrier, which is currently on its way to the Mediterranean.
"The visit will last until December 22," Capt. 1st Rank Igor Dygalo said.
Following the visit, the task force will pass through the Strait of Gibraltar, visit several ports in the Mediterranean, and participate in joint exercises with Russia's Black Sea Fleet.
Dygalo earlier said that Russia currently has three naval task groups on tours of duty in the world's oceans.
Another naval task force from the Northern Fleet, led by the Pyotr Veliky nuclear-powered missile cruiser, is currently on a tour of duty in the Caribbean. The Admiral Chabanenko missile destroyer and two support ships from this task force will visit Cuba on December 19-23.
Meanwhile, a task force from Russia's Pacific Fleet, comprising the Admiral Vinogradov, an Udaloy class missile destroyer, a tugboat, and two tankers, is in the South China Sea heading to the Indian Ocean to take part in the INDRA-2009 joint naval drills with the Indian navy.
Russia announced last year that its navy had resumed and would build up a constant presence in different regions of the world's oceans.

Gov. Sarah Palin apologized to a pastor at her home church in Wasilla after a suspected arsonist set it on fire -- possibly as a result of "undeserved negative attention" caused by her vice presidential campaign, her spokesman said.
The Wasilla Bible Church suffered an estimated $1 million worth of damages after a fire burned through it Friday night.
"Whatever the motives of the arsonist, the governor has faith in the scriptural passage that what was intended for evil will in some way be used for good," Palin spokesman Bill McAllister told local television station KTUU in a statement Saturday.
No one was injured in the fire, which was intentionally set while people -- including two children -- were inside.
Pastor Larry Kroon said by the time he got to the church, smoke was pouring out of the building. Sprinklers kept the fire from spreading beyond offices and classrooms, he said.
On Saturday, the local fire chief said the fire "is definitely suspicious."
Kroon declined to say if the blaze was politically motivated or directed at Palin, the failed Republican vice presidential candidate. He also declined to say whether the church has received any recent threats.
"I've had a lot worst calls at night," Pastor Larry Kroon told KTUU TV. "When one of your parishioners dies or loses a child, it's a whole different thing than the building's on fire."

5 - The organization of the entire "Islamic" terrorist network, including all terrorist groups of the KGB founded PLO [Hamas etc. - Yaser Arafat was a KGB long term agent, another such comparable Moscow asset is Libya's Muamar Qadaffi], is too perfect and too well organized which doesn't suggest that some "horseback riders" of Al Qaeda are capable to keep themselves organized, supplied with weapons, intelligence, logistical support and good level military training. The state sponsorship behind such groups is visible - but which state is behind
it [Russia, China etc.] escapes the most of the western analysts.
6 - The western [flawed] thinking, not accustomed to communist evil practices, disables beforehand any recognition of any long-term communist planning and operational strategy. [Russian, Chinese etc.] Communist "word of honor" is accepted, also based on the materialist western doctrine that as long as these "no longer communist" countries can produce cheap products for the West, they have no other intentions other than to be economically competitive with the West.
