Outside of Iraq and the war on terror, John McCain has pushed two big ideas in foreign policy.
One is nuclear security. The Arizona senator has vowed to work with Russia to reduce both nations' tactical nukes.
The other is building a "league of democracies" modeled after the United Nations. One country is not likely to be invited: Russia.
That's because, McCain's policy advisers say, Russia is no longer a democracy "in any meaningful sense."
