MOSCOW (AP) — Russia insisted Friday its nuclear arsenal is secure, angrily rejecting U.S. allegations that tens of thousands of aging Soviet weapons may not be fully accounted for.

The Foreign Ministry described U.S. Defense Secretary Robert Gates' remarks on uncertainties about the old Soviet arsenal as being groundless "insinuations."

The ministry stressed that all nuclear weapons in Russia have been under reliable protection since the 1991 Soviet collapse — despite the nation's economic turmoil.

"Despite all the difficulties our country faced in the beginning of the 1990s, standards of security and physical protection of Russian nuclear arsenals remained high," the ministry said in a statement. "There have been no 'leaks' of nuclear weapons."

The angry statement reflected a growing chill in Russia-U.S. ties badly strained over U.S. missile defense plans, Russia's war in Georgia in August and other issues.

Gates spoke earlier this week at the Carnegie Endowment for International Peace in Washington, expressing worries that some Russian nuclear weapons from the old Soviet arsenal may not be fully accounted for.

"I have fairly high confidence that no strategic or modern tactical nuclear weapons have leaked" beyond Russian borders, Gates said. "What worries me are the tens of thousands of old nuclear mines, nuclear artillery shells and so on, because the reality is the Russians themselves probably don't have any idea how many of those they have or, potentially, where they are."

According to Sunday Times, nuclear warheads could be supplied to submarines, cruisers and fighter bombers of Russia's Baltic fleet based between Poland and Lithuania

According to the report, the proposal to bring back nuclear warheads was condemned by Kurt Volker, the US ambassador to Nato, who said he knew of the threat.

“It is really unfortunate that Russia chooses to react by putting nuclear warheads in different places – if indeed it does that – when the rest of the world is not looking at some kind of old-fashioned superpower conflict,” he said.

Russia would cross "a red line for the United States of America" if it were to base nuclear capable bombers in Cuba, a top US air force officer warned on Tuesday.

"If they did I think we should stand strong and indicate that is something that crosses a threshold, crosses a red line for the United States of America," said General Norton Schwartz, nominated to be the air force's chief of staff.

He was referring to a Russian news report that said the military is thinking of flying long-range bombers to Cuba on a regular basis.

It was unclear from the report whether that would involve permanent basing of nuclear bombers in Cuba, or just use of the island as a refueling stop.

In his confirmation hearing to become the air force's chief of staff, Schwartz was asked what he would recommend if Russia were to base nuclear capable bombers in Cuba.

"I would certainly offer the best military advice that we engage the Russians not to pursue that approach," he said.

LANGLEY AIR FORCE BASE, Va. (Reuters) - Russia appears focused on strengthening its nuclear capabilities rather than building up its regular armed forces, which makes maintaining the U.S. nuclear arsenal increasingly important, U.S. Defense Secretary Robert Gates said on Monday.

The Pentagon chief, speaking to Air Force officers in Virginia, said America's need for nuclear weapons to deter potential enemies from striking would grow in the future.

While that is partly due to the risk that nuclear weapons will end up in the hands of anti-American groups or states, such as Iran, it is also related to Russia's plans to build its nuclear capabilities, Gates said.

"It seems clear that the Russians are focused as they look to the future more on strengthening their nuclear capabilities," he told reporters after his visit to Langley.

"So to the extent that they rely more and more on their nuclear capabilities as opposed to what historically has been a huge Russian conventional military capability, it seems to me that it underscores the importance of our sustaining a valid nuclear deterrent, a modern nuclear deterrent."

Moscow has boosted military spending as part of an effort to make Russia more assertive on the world stage after the chaos of the post-Soviet period. It has also tried to reform its military to create a more professional, well-equipped and mobile army.

But that reform has been slow, some critics say. The Russian military still suffers from poor morale among low-paid soldiers and generals dissatisfied with the state of the army.
